Euphemistic Audacity: eMOTION! REPORTS.com Responds to GM China's Kevin Wales Praise of "Innovation Through Commercialization" - Addendum to "GM's Transition to China" (2009)

GM China President and Managing Director Kevin Wales - Image: GM China

"Once Again, The Chinese... Have Proven Themselves Masters of the Endgame, and True Progeny of Sun Tzu..."

Shanghai, China - (4 February 2012)  -  In this age of instantaneous communication accorded through cyberspace and cellular-based data conveyance, it is considered wise to weigh ones words carefully before pressing "send".

In acknowledgement of that wisdom, our global team of journalist/analysts -some of them among the best within academia, NGOs and government- did indeed weigh the following words, and the GM activities that induced them, then wondered why we didn't hit the "send" button within minutes of reviewing a recently published interview conducted with GM China's Kevin Wales.

What Kevin Wales euphemistically calls China's process of "Innovation through commercialization"  to accelerate technology prove-out and utilization, is simply considered, by every other industrialized society, as theft, industrial espionage, illegal acquisition of intellectual property, patent right infringement, unfair trade practice by government subsidization... In other words, economic war on a massive scale, coupled with an endgame strategy epitomizing zero sum.

Grammatically, we rank "Innovation through commercialization" right along with "ethnic cleansing" in sheer euphemistic audacity.

Mr. Wales and other GM executives have played -willingly or unwittingly- into the most reprehensible example of (perhaps) illegal transfer of wealth, technology, production process and economic stability at the DNA level in the history of the world. And of greater concern, a concomitant compromise of US national security through provision of sensitive technologies -like the neodymium magnets pioneered by former GM subsidiary Magnequench which was itself inexplicably purchased by the Chinese in the same time frame GM resumed sales in that county- with weapons applicability to China's military.  No, Mel Brooks (History of The World, Part I) is not laughing, nor is Ford amused amidst  recent reports of an F-150 "commercialization" by a Chinese car firm.   And yes, you should be worried: The Once Great Britain learned the hard way as it woke up to the fact that world renowned brands spawned within its borders were now owned by offshore others, while reducing its manufacturing base capacity to pre-industrial levels.

Echoes of a Cold War Mindset

The idea that those leading GM at the moment have been -and still are- so willing to give away a US company built on the sweat and blood of  fathers, grandfathers, great grandfathers and myriad other family and friends whose contributions created an industrial powerhouse long the envy of the planet (and a heretofore non-existent, successful, middle class) to a communist, dictatorial regime whose skirts are still awash in the blood of millions of its own people eliminated in the Mao ordered purges between 1949 and 1967, is at once disturbing and incomprehensible.  It behooves us to ask ourselves how this type of corporate behavior would have been viewed at the height of the Cold War, and what the consequences might have been.  And, need we add that GM is still partially owned by the US government?

The Spectre of A Corporation Responsible Only to Itself Amidst Inconsistent Trade Policy

One has to wonder to what extent GM sought guidance in the last 30 years relative to the level of risk they were willing to expose themselves to a a result of significant expansion in China (ask the Tibetans why Buick is one of the most coveted brands in that country for over six decades).  We refuse to believe that any credible risk assessment -given the historical and provable excesses of China's communist party- would have strongly recommended GM investing in this country no matter how rich and enduring its heritage as the oldest continuing civilization on this earth.

"I suspect that GM may have been told what so many other corporations seeking to tap the potential riches of an emerging market 1 billion plus people strong were advised:  No more exposure to potential losses in real estate, technology and people than they could effectively absorb", said one China analyst.  "In short, I doubt that it was terribly encouraging for the simple reason there was more at risk than just GM's bottom line."  (see Super-Globalism)

If the old GM hierarchy proceeded with an observable modicum of caution in line with the conclusions of a presumed risk analysis conducted, the current leadership, with extremely limited automotive industry management skillsets, has abandoned anything resembling caution despite warnings from learned, knowledgeable, extraordinarily well connected sources both governmental and private.  Indeed, one ignores the findings of the United States China Economic and Security Review Commission and the US Department of Defense only at their own peril.

Obviously, we cannot lay the current and lamentable state of  affairs squarely at the feet of corporate executives, for the simple reason that legally they can do no more than the trade policies of this government permit.  And unfortunately, such policies past and present, the last 25 years in particular, have not proven themselves as champions of US industrial base preservation.

"We state here and now... that if the production and sales numbers assigned to the Chinese market were scrutinized in line with traditional data compilation methodologies,  China's "Number 1 in Auto Sales and Manufacturing" title would disappear overnight." - eMOTION! REPORTS.com

VW (大众汽车(中国))  Has Substantial Reason to Protest "GM Number One in The World Again" Status

In spite of those pundits, "analysts" and other industry "observers" who have derided Volkswagen's current stance, the company is right to protest the "GM is Number One in The World Again" mantle conferred by those who have not bothered to do their homework in terms of determining how, and from where, those claimed sales and production numbers were formulated and derived.

It has been determined by several credible sources that such "official" PRC data is infamously unreliable, inaccurate and specifically designed to perpetuate a falsehood, indeed a facade -the Chinese "ghost cities" as a supreme example- of a quasi-reality.

We state here and now, based on inferential data collected by the USCC, that if the production and sales numbers assigned to the Chinese market were scrutinized in line with traditional data compilation methodologies,  China's "Number 1 in Auto Sales and Manufacturing" title would disappear overnight.  Yes, it may very well attain that status in the future, but not now nor in 2010.

SAAB

As a sidebar commentary, we feel it important to state categorically that GM will permit Zhejiang Youngman Lotus  to purchase -over the "objections" of Swedish receivers -  SAAB for the simple reason there was no true objection in the first place.  In fact, it was part of an GM internal strategy to create the appearance of strength and independence for GM -even a hint of altruism- as they publicly stated the "concerns" they had from a  market competitiveness, proprietary information and technology standpoint of Youngman acquiring the remnants of this Swedish icon.

Youngman, a novice on the international auto industrial scene, has been assured its overtures have not nor will be dismissed - if they are patient.  A patience, mind you that allowed China's auto industry to add the venerable MG nameplate to its repertoire of acquired Western brands. In this regard, we truly hope that GM renders the above assessment a falsehood.

"外国人" (Foreigners) Held in Derision

According to our sources, PLA  (yes, People's Liberation Army; every major corporation in China is under their control)  handlers of Western executives, are in all likelihood, privately laughing derisively at their level of  naivete`,  measurable only in a quantum universe. (see "Crisis on Asimov: A Vision of 2085")

To be sure, the recently announced higher tariffs, taxes and the intended limiting of foreign imports by China is just the beginning, followed by state ordered property confiscations utilizing a method that Warren Buffett's BYD is only all too familiar. It would be wise to remember also that both GM and Ford ceased operations in China following the Mao led Communist victory over Generalissimo Chiang Kai-Shek in 1949. And, more important to this discussion, the current government of China is ideologically the mirror of that established by Mao Zhe-Dong. Conversely, any firm doing or planning to do, business in this country should keep that fact in mind.

But GM needn't worry, for now at least:  They have been successfully absorbed by the PRC collective with DNA markers indistinguishable from the absorbing entity.  Nevertheless, according to our sources, the relationship is no longer symbiotic and the "host", GM, is of limited value in the same way that Boeing and Airbus are.  The latter in light of  China's rolling out a pre-production prototype of their first indigenously produced C919 airliner last year, incorporating Airbus A320, Boeing 737, 777 and 787 Dreamliner technology and process.

Once again, the Chinese, no matter their chosen course of governance, have proven themselves masters of the endgame and true progeny of Sun Tzu.

GM's transition to China... is now complete. -  Myron D. Stokes and the ER Global team

eMOTION! REPORTS MEDIA ADVISORY 12/20/11 - 2011/2012 Auto Industry Analysis: GM Bankruptcy Wholly Unnecessary; Had More Assets Than Ford - US President Was Inappropriately Advised

Shanghai GM Headquarters; Chevy Volt    Image: GM

From the Publisher:

Detroit  -  (12/8/11) This new analysis, due out December 20, 2011, will show that GM's bankruptcy was forced and wholly unnecessary, especially in light of the fact that the company's global assets exceeded that of Ford, who, under the leadership of Alan Mulally, and supported by the Ford Family and company board, wisely chose not to follow GM's path. A path that nearly destroyed the company and contributed greatly to the country's economic meltdown.

Shenzhan: Urban Modernity Fueled by Western Naivete  Image:  PRC

Despite its relative success, and boasting of China production and sales milestones (note: the authenticity and accuracy of such numbers continue suspect due to provable falsification of China statistical manufacturing data over the past several years) GM is a mere shadow of its former self, run by an executive leadership mostly comprised of personnel who have no business running an auto company. Indeed, a leadership who is at this juncture acting as pawn to a communist, dictatorial China government where there is no true private industry. And, as laudable as their stance relative to SAAB apparently is, one cannot help but wonder if this is part of a grander strategy that will ultimately see that Swedish icon completely absorbed into the China auto industry collective with GM's blessing.

The analysis will also show that the coterie of Presidential advisors involved in the making of a momentous decision leading to bankruptcy, had no true industry expertise among them, but were instead acting in the best interest of certain elements of Wall Street in collaboration with the Chinese financial sector. Former GM Chair Rick Wagoner and the company's leadership overall believed up until the moment President Obama called at 9pm EST Sunday, 31 May 2009, that they would not be forced into bankruptcy. Moreover, they had been advised by their Capitol Hill based people that "bankruptcy was off the table".

As of now, GM has lain the groundwork wherein its US workforce rolls. both administratively and in manufacturing, will be pared to an absolute minimum, an assertion all but confirmed by CEO Dan Akerson's recent -and rather ironic- comments in the Detroit News likening GM corporate culture to that of "The Communist Party in China in the 1960's", while comparing the historically provable vastness of the "GM Empire" to the former "British Empire". Thus implying the sun had set on both as justification for his actions.

What will become clear is that GM's "sleeping with the Dragon" may well prove to be its undoing... From the 12/20/11 analysis - Myron D. Stokes

SOURCES: CHINA FOLLOWING JAPAN IN PURSUIT OF SUPERSONIC AND HYPERSONIC/TRANSATMOSPHERIC AIRLINER PLATFORMS WITH MILITARY APPLICATIONS

United Federation of Planets? No, logo of Chinese Aerospace and Science Corporation  Image: CASC
(Hong Kong )  -   eMOTION! REPORTS.com sources are advising of China's intensified pursuit of near-term supersonic and long-term hypersonic/transatmospheric airliner platforms with military applications.

In addition to the goals and objectives for its burgeoning aerospace industry as outlined in the United States China Economic and Security Review Commission  (http://www.uscc.gov/) report "READY FOR TAKEOFF: CHINA'S ADVANCING AEROSPACE INDUSTRY" ( http://t.co/u3UEIuR ) China has not only closely followed Japan's JAXA (Japan Aerospace Exploration Agency) supersonic and hypersonic airliner development, but has been able to acquire through its intelligence services the most current research data associated with the initiative.  These data, in conjunction with open and closed source materials obtained through NASA, national labs, Boeing, Lockheed-Martin, Airbus and multiple academic institutions with whom they have association, renders China poised to roll-out a 3/4 scale proof of aerodynamic design and propulsion systems test bed aircraft as early as 2013.

JAXA (Ishikawa) Hypersonic airliner program is in advanced stages
Image: JAXA
"They will beat Japan to market", says one source, "and the Chinese military is seeing to it that they do.  Anyone still entertaining the unsupportable and foolish notion that the Chinese are merely copyists devoid of any internal innovation capability, need look no further than their expanding militarization of space program which will include a Shuttle fleet as NASA is ordered to retire its own;  their Aegis BMD System clone stolen through a front company registered as a Lockheed-Martin supplier; their J-20 Stealth fighter based on covertly acquired F-22/ F-35 technological/manufacturing process data and stealth technology acquired through components provided by Serbia in the aftermath of an F-117 shoot-down during the Kosovo conflict; and the now operational retrofitted Kuznetsov-class Carrier (Varyag) Shi Lang."

The source further noted that China's militarization of space and ultra-high performance commercial and military aircraft initiatives are designed to optimize, expand and accelerate its internal strategy of Gradual debilitation of a nation competitor's offensive/defensive capabilities inclusive of economic destabilization.

"This is nothing new philosophically for China.  In fact, it is the epitomization of Sun-Tzu.  In my view, the greatest threat of the moment to US national security is not so much from without, but from within; a circumstance fostered and fomented by extra-national forces," he said.

In this vein, it is also worth noting that China's troubling and expanding one-on-one business relationships with states of the Union has the added benefit of giving it ease of access to proprietary and defense sensitive technologies, as noted in the industrial base scenario presented in the book Project on National Security Reform Vision Working Group Report and Scenarios (Edited by Dr. Sheila Ronis)
http://www.slideshare.net/GHHLLC2/project-on-national-security-reform-vision-working-group-report-and-scenarios-including-industrial-base-south-china-sea

"In all elements of its national re-identification as a military and economic force to be reckoned with," the source continued, "China's understanding of systems thinking, from dominating the high ground of air and space to the fragmenting of governmental infrastructure within nations, would be appalling to [Dr. W. Edwards] Deming himself. "

READY FOR TAKEOFF: CHINA'S ADVANCING AEROSPACE INDUSTRY

FOR IMMEDIATE RELEASE

March 22, 2011

The U.S.-China Economic and Security Review Commission was created by Congress to report on the national security implications of the bilateral trade and economic relationship between the United States and the People’s Republic of China. For more information, visit www.uscc.gov.

The U.S.-China Economic and Security Review Commission Releases Report:

Ready for Takeoff: China’s Advancing Aerospace Industry

Washington, D.C. - The U.S.-China Economic and Security Review Commission has released a new report, “Ready for Takeoff: China’s Advancing Aerospace Industry,” which assesses China’s commercial aviation manufacturing capabilities, its commercial and military capabilities in space, efforts of the Chinese government to encourage foreign participation in the development of China’s aerospace industry, transfers of foreign aerospace technology to China, the extent to which U.S. and other foreign aerospace firms are dependent on supplies from China, and the implications of all of these issues for U.S. security interests.

Among other things, the report analyzes the role of foreign firms in the development of China’s aviation manufacturing industry, summarizes the policies of the Chinese government toward foreign companies, and describes U.S. and other foreign joint ventures and cooperative research and development activities in China.

The report asserts that “there is no question that China’s growing civilian aerospace capabilities are contributing to the development of its military aerospace capabilities” and details developments in China’s military and space capabilities, including launch vehicles, communications satellites, civilian earth-observation satellites, military imagery reconnaissance satellites, and position, navigation, and timing (PNT) satellites.

This report was prepared for the Commission by Roger Cliff, Chad J. R. Ohlandt and David Yang of the RAND Corporation National Security Research Division. It can be found at:

A Critical Matter of National and Economic Security: U.S.-China Economic and Security Review Commission 2010 Report to Congress

Today, [November 17, 2010] the U.S.-China Economic and Security Review Commission releases its 2010 Report to Congress. The Commission’s Chairman and Vice Chairman discuss the Commission’s findings and recommendations.

In his opening statement, Commission Chairman Dan Slane said “The 2010 Annual Report reflects the Commission’s conclusions that China has failed in some notable areas to fulfill the promises it made nine years ago when it joined the World Trade Organization. Specifically, China is adopting a highly discriminatory policy of favoring domestic producers over foreign manufacturers. Under the guise of fostering “indigenous innovation” in its economy, the government of China appears determined to exclude foreigners from bidding on government contracts at the central, provincial, and local levels. In addition, China has proposed that its many state-owned corporations be exempt from WTO rules on procurement. The Chinese government quite simply intends to wall off a majority of its economy from international competition.”

In her opening statement, Vice Chairman Carolyn Bartholomew commented on China’s military modernization, saying “As a result of China’s improved offensive air and missile capabilities, the Chinese military has strengthened its capacity to threaten U.S. forces and bases in the region. Currently, China’s conventional missile capabilities alone may be sufficient to temporarily knock out five of the six U.S. air bases in East Asia. Saturation missile strikes could destroy U.S. air defenses, runways, parked aircraft, and fuel and maintenance facilities. Complicating this scenario is the future deployment of China’s anti-ship ballistic missile, which could hold U.S. aircraft carriers at bay outside their normal operating range.”

Among the topics in the 316-page report:

Economics and Trade Issues:

· China’s ‘indigenous innovation’ policy to promote favored industries and limit imports.

· China’s currency manipulation and its effects on the United States.

· China’s purchases of U.S. Treasury securities and the implications for the United States.

· China’s measures to restrict rare earth element exports.

· China’s past and future role in the World Trade Organization.

Sources, Not 2015 as recently reported - Image PLAN

National Defense Issues:

· China’s growing air and missile capabilities, and the increasing capacity to strike U.S. bases and allies in the region.

· China’s improving commercial aviation manufacturing capabilities, and the spillover benefits for China’s defense aviation industry.
· The increasingly sophisticated nature of malicious computer activity associated with China.

Foreign Affairs Issues:

· China’s increasing political, economic, energy and security interactions with Southeast Asia, and the implications for U.S. interests in the region.
· Recent developments in the China-Taiwan relationship, and implications for the United States.

Energy and Environmental Issues:

· China’s efforts to promote green energy in order to increase its energy security, prevent environmental degradation, and develop a globally competitive green energy industry.

· Ohio’s response to China’s promotion of its alternative energy industries.
Censorship Issues:

· How China’s revised state secrets laws may conflict with U.S. disclosure requirements and put U.S. investments in Chinese firms at risk.

2009/2010 Auto Industry Analysis: GM's TRANSITION TO CHINA (6) eMOTION! REPORTS.com

From this analysis:

As its presence grew, the evidences of China’s dubious human history were there to be seen by anyone who looked. Visions of the country’s forced one-child family policy, detention centers for those citizens seeking redress from corrupt officials, the Stalin-esque elimination of millions of elderly no longer able to work --aerial photographic evidence of the horror still marked as ’ classified’ in U.S. State Department/DoD archives -- (note: eyewitness accounts include those of contract air cargo personnel for the US military who reported “rivers choked bank to bank with bodies of the old and infirm, hands tied behind their backs, as far as the eye could see at our radar avoiding’ flight level and line of sight of seven miles. We used high-resolution cameras in our PBY to document these observations, with a death toll estimate partially corroborated by the Red Cross and other capable people of at least 70 Million’ ) in the days following Mao Zhedong’s ouster of Chiang Kai-Shek to Formosa in 1949, or college students who protested were avoidable if one looked in a different direction. Also ignored was China’s blatant disregard for anyone else’s property or intellectual property rights. (It was GM’s vice chair Bob Lutz who had noticed a Jeep driving around the streets of Beijing during a much earlier visit during his tenure with Chrysler. His Chinese host proudly announced it wasn’t a Jeep, but a successful copy of the Jeep, down to every detail.)

Consolidated PBY Catalina Flying Boat of The Type That Discovered Mao Zhe-Dong Ordered Atrocity Against Old and Infirm Chinese Citizens - Inclusive of the Complete Depopulating of Shanghai - Following the Ouster of Nationalist Forces under Generalissimo Chiang Kai-Shek in 1949 Image: United States Navy

From the press release:

6. Reveals, based on still classified data and imagery within US State Department and Department of Defense (DoD) archives, that Mao Zhedong, in a move echoing that of Josef Stalin, ordered the extermination of old and infirm Chinese he deemed unable to work in the aftermath of his defeat of the nationalist forces of Generalissimo Chiang Kai-Shek in 1949. The number of those killed in the days and weeks transpiring subsequent to order issuance, at least 70 million and as high as 120 million, exceeds by several orders of magnitude the known estimates in the 1949-1976 timeframe which included “The Great Leap Forward”. It is worth noting the higher estimate at the time represented half of the population of the United States. (note: Eyewitness accounts include those of contract Air Cargo personnel for the US military who reported ’rivers choked bank to bank with bodies of the old and infirm, hands tied with wire behind their backs, as far as the eye could see at our radar avoiding’ flight level and line of sight of seven miles. We used high-resolution cameras in our [Consolidated] PBY [Catalina Flying Boat] to document these observations, with a death toll estimate partially corroborated by the Red Cross and other capable people of at least 70 Million. We chanced upon this horrific scene while flying along the coast over the East China Sea not far from Shanghai, when we observed at least a thousand sharks headed inland. Having no idea what would be bringing the sharks in, we flew lower for a closer look and followed them up a river for approximately five or six miles to a sight we will never forget: a massive feeding frenzy on human victims.’)
